There are not as many regulations for scooters as there are for motorcycles or even bicycles, but as scooters increase in popularity it is important to know what rules apply for each type of scooter:

Motorized scooters are allowed on roads but may not be driven on bicycle paths and require operators to have:

  • A valid motorcycle license
  • Current insurance
  • Proof of registration

An electric scooter or bicycle has different requirements:

  • Operators may not ride this vehicle on a roadway, only on designated bicycle paths
  • No license is required, same as for a bike
  • No insurance, title or registration is required
  • To be classified as an electric bike or scooter, the total weight must be 75 pounds or less
  • The maximum allowable speed on this vehicle is 25 mph

Another type of two-wheeled vehicle is a moped. It is sometimes classified as a type of motorcycle. Depending on its ability, it may be classified as a scooter and required to follow the same regulations. A moped must also have:

  • The capacity to go at least 25 mph on a flat road
  • Pedals
  • Two to three wheels
  • An engine with no more than 50cc capacity
  • No more than 1.5 bhp

The minimum amount of insurance required for these vehicles is coverage for $10,000 in total property damage liability per accident, and coverage that provides at least $15,000 for bodily injury per person or $30,000 per accident.
